On many of these older cars, the old school idle air controllers where completely analog and used wax warmed up by the coolant temperature of the engine to control idle. After decades of cycles you maybe find that the idle control will stick causing you to have no control over your idle control.
This block-ff plate allows the valve to be removed and idle to be controlled more easily by using the adjustment screws on the throttle body.
This will prevent idle up in cold weather, under power steering load and under AC load which may cause rough idle until warm.
